Proposed rule changes and adoption
The Division of Parks and Recreation is proposing to readopt with changes its rules on Parks and Recreation Trust Fund (PARTF) Grants for Local Government.
The Parks and Recreation Trust Fund was created in 1994 (G.S. 143B-135.56) and establishes a special revenue fund consisting of gifts and grants to the Trust Fund and other monies. Those funds assist the state parks system, recreational state forest and local governments with capital projects, repairs and renovations of park facilities and land acquisition.
The existing rules adequately describe criteria for the structure by which local governments may apply, be granted and retain facilities and land which PARTF monies have assisted with. Several changes are being submitted for public review and comment. The changes address:
- Details concerning the submission of local grants
- Length of waivers of retroactivity for land acquisition
- Clarity about the allowance of trail corridors
- Clarity about the maximum allowable request for planning and contingency requests
- A technical correction in the language used to restrict property for recreational use
- A technical correction in the referenced Department within which PARTF is administered
