Ferry
 

Beginning on September 25, 2020, the ferry will be running on a limited basis through October 25, 2020. The ferry will be running on Fridays to Sundays only.

Morning departures from the mainland are for day-use passengers only, and afternoon departures are for campers only.

Masks are required at all times while on the ferry. The ferry will have a limit of 20 passengers per trip.

Final Public Notice: Hammocks Beach State Park FEMA Project

NC Department of Natural and Cultural Resources has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub-recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.

Special Flood Hazard Area Zone: This project is for the replacement and repairs of recreational features and building structures located at Hammocks Beach. All work is located in shaded X zones (0.2% Annual Chance Flood Hazard) and AE zones (1% Annual Chance Flood Hazard). Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Onslow County Flood Insurance Rate Map, Panel Numbers: 3720535400K, 3720535300K, 3720535200K and 3720536200K, dated 06/19/2020. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by future flooding events due to its location within the AE zone. The proposed work will take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

The applicant will remove and replace plastic floating docks, floating kayak docking port, wood dock planks, and wooden walkway. The applicant will replace building components with the barracks, bathhouse, classrooms, hanger building, mail and waiting station, maintenance shop, nature center, observation deck, ranger 2 residence, and visitor center at the Hammocks Beach State Park in-kind to pre-disaster condition and function. The purpose for the repairs is to restore the facilities at the state park to safe conditions for employees to navigate the area as well as patrons to enjoy open space, educational, and recreational benefits of the park.

Project Alternatives:

Alternative #1 (no action alternative): The 'no action' alternative would ultimately result in a negative impact on Hammocks Beach State Park. If the interior and exterior damage is not repaired, it is potentially dangerous for the community to safely navigate park grounds.

Alternative #2 (Relocation): Relocation of the park facility is not practicable because they are dependent on their location within the floodplain. Relocation would not provide access to the recreational and educational activities provided at Hammocks Beach State Park.
